Factors affecting the number of bidders in procurement auctions in the procurement of goods

This bachelor thesis deals with the analysis of the factors affecting the number of bidders in the procurement auctions of goods. The main goal of this work will be to find out how the various factors can influence the number of contracting authorities in the tendering of public contracts. The theoretical part of the thesis is focus on the law aspect of the public procurement area and explain how the legislation divides the public procurement market in the Czech Republic and the impact these divisions have on the overall efficiency of public procurement. In the practical part, a regression analysis of the influence of the main factors on the number of bidders is carried out. In the end, recommendations will be proposed to discuss problems in public procurement.
Factors affecting the number of bidders in public procurement auctions

Over a half billion Czech crowns is allocated by public procurement in the Czech Republic, whereas approximately 27% of all auctions in 2011 have attracted only one bidder. The purpose of this paper was to find out, how the public procurement can affect the number of submitted bids in the phase of processing the annoncment forms. The information about 12 433 procurement auctions from years 2006 -- 2011 were analyzed by econometric regression. The results were very positive, all the exogenous variables and tested models themselves were statistically significant and this enabled us to formulate reccommendations that, if followed, should help to improve the attractiveness of the auctions of the czech public procurement.
Analysis of the relationship between number of bidders and procurement price for selected commodities in the Czech Republic

The topic of this bachelor thesis is an examination of the effect the number of bidders and other parameters have on the cost of public procurements in the Czech Republic. File with data on 502 surplus public works, electricity supply and delivery of personal cars serves as a material for the analysis. Verification of the expected dependence is performed using multidimensional regression analysis with the help of econometric software. Through the ordinary least squares method several models are evaluated. In addition to the linear model, it is also quadratic and logarithmic models as well as a model using dummy variables for the number of bidders. The result was a finding of weak price dependence, primarily on the number of bidders and the openness of the tender.
